Pre-Construction Aerial Site Survey: What Florida Developers Should Request

The pre-construction aerial site survey is one of the cheapest visual deliverables in a developer's program and the one most commonly under-scoped. Done right, it sets the baseline imagery that supports entitlement filings, lender packages, marketing teasers, neighbor outreach, and the eventual time-lapse program. Done lazily, it's just a few drone photos that no one uses again.

The Five Deliverables a Pre-Construction Survey Should Produce

A complete pre-construction aerial survey gives the developer five distinct assets:

  1. Baseline site stills — fixed-coordinate, fixed-altitude photographs of the site from every cardinal direction, before any earth moves. These become the "Month 0" reference for the construction time-lapse.
  2. Site context aerials — wider shots showing the site in relation to streets, adjacent parcels, transit, waterways, and surrounding development.
  3. Orthomosaic map — a stitched top-down aerial photogrammetry product that gives accurate-to-survey ground imagery. Acreage, setbacks, and site features can be measured from this.
  4. Elevation / volumetric data (where required) — 3D point cloud or digital surface model used by civil engineers for grading and cut-fill analysis. Optional but powerful for sloped or unusual sites.
  5. Cinematic context reel — 60-90s drone reel showing the site, its neighborhood, and the panorama. Goes straight into investor decks, neighbor outreach presentations, and the eventual marketing launch.

Per-Asset Class Considerations

Different developer types weight these deliverables differently:

  • Vertical multifamily / mixed-use: prioritize stills (for marketing), cinematic reel (for investor pitch), and site context aerials (for entitlement renderings).
  • Industrial / logistics: prioritize orthomosaic (for site planning and access drives) and volumetric (for grading).
  • Master-planned communities: prioritize orthomosaic + cinematic reel covering the full master plan footprint.
  • Office / hospitality: prioritize cinematic context reel + twilight pre-construction reference (so the same twilight angle can be re-shot post-completion for the marketing reveal).

Cost Ranges for Pre-Construction Surveys

Florida 2026 ranges:

  • Single-asset urban infill (under 2 acres): $695-$1,295 for full deliverable bundle
  • Mid-size site (2-10 acres): $1,295-$2,495
  • Large site (10-50 acres) with orthomosaic: $2,495-$4,500
  • Master-planned community (50+ acres): $4,500-$8,500 (multi-flight, multi-day)

The orthomosaic and volumetric data add ~30-50% to the cost when added separately, but as part of a pre-construction package they're usually bundled efficiently.

Coordination With Civil Engineering

If the developer's civil engineering team needs measurable data, coordinate the drone work with the engineer before the flight. The deliverables that need engineer-grade accuracy:

  • Ground sample distance (GSD) requirements — typically 1.5cm-3cm per pixel for civil
  • Coordinate reference system — Florida State Plane, NAD83(2011)
  • Survey-grade ground control points (GCPs) — if engineer needs cm-level accuracy
  • Output formats — GeoTIFF, LAS / LAZ point clouds, contour DXF

Without this coordination, the survey looks impressive but isn't usable in the engineer's deliverable pipeline. Coordinate before mobilization, not after.

The FAA Airspace Question

Most large-site surveys in Florida fall outside controlled airspace and don't need LAANC. The exceptions are sites near MIA, FLL, PBI, TPA, JAX, MCO. For those, LAANC airspace authorization is required for every flight, and the time window is constrained — usually approval within minutes for ground-altitude work, but never above the ceiling without manual authorization.

A pre-construction shoot on a Brickell infill site is a controlled-airspace shoot. Plan an extra hour of authorization workflow and a possible time-window restriction. The pilot needs Part 107 certification with currency in the last 24 months.

What to Ask the Photographer Before the Survey

Five questions to ask the drone vendor before the survey is scheduled:

  1. Can you deliver an orthomosaic with sub-3cm GSD if our civil engineer requests it?
  2. Are you Part 107 currency-verified and insured for $2M+ on this kind of operation?
  3. Can you coordinate LAANC airspace if the site is in controlled airspace?
  4. Will the deliverables include both the photographic stills AND the engineer-grade GeoTIFF / LAS?
  5. Can you re-shoot from the same coordinates at construction milestones (the time-lapse program)?

A drone vendor who can say yes to all five is the right partner. A drone vendor who cannot answer the GSD or LAANC questions confidently is the wrong vendor for a pre-construction program.

The Time-Lapse Hook

The strongest reason to invest in a proper pre-construction shoot is what it unlocks downstream: a time-lapse program tied to the same coordinates throughout construction. Month 0 (baseline), Month 1 (foundation), Month 6 (mid-rise), Month 12 (topping out), Month 18 (completion). When edited into a 60-90s cinematic reel, this is the highest-engagement marketing asset for the ribbon cutting, investor reports, and the next development pitch.

The reel only works if Month 0 was shot from the same coordinates, altitude, and camera angle the rest of the program will use. Locking that in pre-construction is what makes the whole program possible.
